Also carried a broad caseload covering administrative matters, labor and employment, real estate, contract, criminal defense, landlord tenant, DUI and personal injury work. Responsible for all aspects of caseload, including heavy client contact, law and motion, discovery, research, writing, pre-trial and trial.
CITY ATTORNEY City of Stillwater, Oklahoma 1980 – 1982Primary litigator for a city of 50,000. Prosecuted civil and criminal cases in District (i.e., Superior) Court. Represented the City in all legal matters including representation in all municipal and state courts. Supervised outside counsel who were retained to represent the City in technical matters. Chief legal advisor to all city Departments and Commissions. Responsible for drafting, revising, reviewing and construing ordinances, charter provisions, resolutions, contracts, deeds, leases, and other legal documents before being presented to the City Commission for their action. Substantially decreased expenditures made for outside counsel by hiring a full-time assistant attorney and assuming more of the litigation as an in-house function.
ASSISTANT ATTORNEY GENERAL State of Oklahoma 1982 – 1983 Investigated official misconduct of elected officials not subject to impeachment proceedings, and to institute removal and ouster proceedings against them where the evidence warranted. Also conducted investigations prior to the calling of a Grand Jury, as well as conducting proceedings before the Grand Jury, including any necessary proceedings subsequent thereto. Investigations many times involved subpoenaing several years of public financial and business records covering every aspect of the operations of a municipality and the distillation of that information into useable form.

Responsible for organizing an investigative hearing section, writing the rules and procedures for the hearings, hiring hearing officers, scheduling hearings, and approving decisions. Supervised investigative staff and assisted the Director in the development of office systems, programs and paper flow systems. Extensively investigated complaints.
